Description: The Hotel Construction development will consist of: Demolition of existing 3 storey building over basement to be replaced with new 7 storey over basement incorporated into main structure of hotel, to include a new fire escape stairs exiting onto Talbot Street. The basement element includes 115m2 of commercial floor area with 121m2 new deli-restaurant and shop front on ground floor level accessed from Talbot Street. An additional 155m2 of guest accommodation on existing 1st & 2nd floors. An additional 456m2 of guest accommodation on existing 3rd floor. New 4th & 5th floors with total 2612m2 of guest accommodation. New 6th floor with 1157m2 of guest accommodation together with new 149m2 of roof terrace and room balconies.

New stone cladding to replace existing timber at ground floor facade onto Talbot Street, to also include new glazed main entrance and vehicular gates at existing ramp to basement. New stone cladding to replace brickwork at ground floor facade onto Foley Street to include new windows and pedestrian access points. Minor internal alterations to provide new coffee shop at ground floor in place of existing conference rooms, accessible from Foley Street. New stone cladding and curtain wall glazing from third to sixth floor on both Talbot and Foley Street elevations.

Description: The student development project will consist of modifications to extant permission Reg. Ref. 4521/08 (ABP Ref. PL.29N.233115), the duration of which was extended under Reg. Ref. 4521/08×1, comprising of the change of use from permitted hotel use to student accommodation use including internal and external modifications to the permitted scheme. Principal modifications include: modifications to the permitted internal layout to facilitate proposed change of use from hotel use to student accommodation use to provide a total of 374 no. student bed spaces and associated facilities including common/social spaces; study rooms; laundry room and facilities management offices and stores and the incorporation of a retail/café unit of approximately 96 sqm; omission of single storey element to the west of the site and replacement with courtyard/garden amenity space and 1 no. parking space for persons with disabilities; reduction in floor to floor heights from 2.85m to 2.7m on upper floor levels throughout the permitted scheme, and increase in ground floor from 4.7m to 5.4m (summerhill and central block only), allowing the incorporation of an additional floor in the block fronting onto Gardiner Lane (increase from 6 no. to 7 no. storeys onto Gardiner Lane with no overall increase in the permitted building height); modifications to the permitted eastern elevation to provide angled openings over the 7 no. permitted storeys; modifications to western elevations to replace green wall screen with angled windows over the 7 no. permitted storeys; omission of louvres from Gardiner Lane elevation; minor, localised, modification to the permitted footprint of the building together with associated modifications on all elevations; omission of permitted undercroft car parking (33 no. spaces) and replacement ancillary student accommodation uses; provision of a total of 332 no. bicycle parking spaces; conversion of permitted flat roof to roof gardens at seventh floor and eight floor levels (sixth and seventh floor level onto Summerhill Block and Central Blocks respectively); relocation of vehicular entrance on Summerhill and omission of vehicular exit (and associated ramp) onto Gardiner Lane, and all associated modifications to landscaping; boundary treatments; site and development works.

The proposed modifications result in an overall increase from 9,310 sqm gross floor area (excludes car parking area) to 10,475.8 sqm (or 10,157.9 sqm excluding ancillary bicycle parking; plant and bin storage area); the proposed modifications are generally within the extent of the development permitted under Reg. Ref. 4521/08 (ABP Ref. PL.29N.233115) and presents a total of 8 no. storeys onto Summerhill; 7 no. storeys within the central block and 7 no. storeys ( 1 no. additional floor incorporated into the permitted building extent) onto Gardiner Lane.

Planning Description: For construction of a six storey Student Development Cork within the university campus adjoining College Road and Gaol Walk, Cork. The building will be used to provide student and administrative services and flexible learning spaces. The proposed development involves the carrying out of works within the curtilage of two protected structures: Crawford Observatory and Gates onto Western Road (PS538) and University College Cork Main Quad (PS963).

Tender – Works Contractor: The Proposed new UCC Student Hub will integrate the Student Support model providing  (a)Student Learning- Flexible learning spaces, formal small group shared learning spaces and informal social learning spaces in a technology rich environment (b)Student Development & Employability – An integrated student services model in one central location fostering new relationships and creating new synergies in support of students’ personal development, employability skills development and academic success (c)Student Administration Services -A one-stop-shop to facilitate more student friendly, accessible and efficient student administrative services

Uniquely the Hub will accommodate in one center these three major aspects of the student experience demonstrating their interdependence in providing a holistic education to students. The development will consist of the construction of a six storey Student Hub Building within the university campus adjoining College Road and Gaol Walk, Cork. The building will be used to provide student and administrative services and flexible learning spaces. The gross floor space will be 3991m2.

The proposed works will involve demolitions, alterations and extensions to the existing Windle Building, the removal of some existing car parking spaces and the provision of new hard and soft landscaping and lighting. The proposed works will also include permanent alterations to the existing main entrance route to the campus from College Road, construction of a new storage shed and temporary dismantling and reinstatement of the Old Gaol Entrance to facilitate access during construction.
